They have different speeds, damage outputs, and generate energy based on every use, at least for the fast attack. A charge move requires you to earn a specific amount of energy before using it. Lock on is a Normal-type fast move that does 1 damage to its opponent and produces 5 energy every turn. It produces the most energy per turn in the game, although the lack of damage is exceptionally offsetting. The main reason you want to use lock on for your Pokémon is to optimize its charge moves.

So, because lock on will be your Pokémon’s main attack, you want to optimize the charge moves available to it. You also want to give it additional choices, which means unlocking the second charge move using Stardust.
