Look for it at a Fence in Rhodes – I got it from this place. You will be making your way into the Rhodes as part of the main story progress. Once you reach this place look into all the vendor’s stock, one of them will have Recipe Pamphlet for Poison Arrows. If you don’t find it at any vendor then all you have to do is go to a Fence in a different location.

You might find it difficult to locate Oleander Plant in Red Dead Redemption 2. So before giving you the details on its location, I am sharing with you guys a screenshot which shows how Oleander Plant appears in-game and how it is marked on the map.
Oleander Plant is a 5-petal pink flower, and you will mostly find it on the riverbanks around Bayou Nwa. You can also find it in large numbers at the riverbank of Kamassa River. Visit any riverbank in Red Dead Redemption 2 and you will find Oleander Plant. If you are visiting the same location multiple time to get Oleander Plant then it is possible that you won’t find it. For Oleander Plant to respawn again at the same location, you must visit the location after passing a day or two (in-game).
