Smoke grenades are not exactly famous for the amount of damage they inflict in most games. As such, the best tactic here is to go for a target that is already weak. Fortunately, we have just such an enemy in mind.

During Mission 6: Hunting Party, you will eventually get tasked with reaching the third floor of a building. The good news is that the building is a hospital, and hospitals contain people who are injured.

Right after you enter the hospital, you can find an enemy in a room to the left on a gurney. The enemy soldier is already severely wounded and bleeding out, so bouncing a smoke grenade off his skull is enough to kill the poor chap. Completing this nets you the Good Effect On Target trophy for your collection.
