The person responsible for upgrading weapons and armor in Ward 13 is Rigs and is located down the steps from where you first wake up. As long as you have enough scrap and materials, they will be able to upgrade your items.
Remnant: From The Ashes – How To Upgrade Weapons And Armor
To upgrade your weapons and armor, just interact with Rigs and say you wish to see his wares. The default screen that will open is the upgrade screen.
Each weapon and armor piece can be upgraded but will require a certain amount of resources to be upgraded, and this amount increases each time you upgrade an item. It will also cost a set amount of Scrap each time, so make sure you have enough of both. If you click on any weapon or armor piece, you will be able to see the required resources to upgrade it in the bottom right of the screen, just above the amount of Scrap you have. The Scrap cost of each upgrade will be listed on the item slot.
The required upgrades will become harder to get as you upgrade a weapon, and the maximum level for a standard weapon in the game is +20. Weapons that you craft from boss drops can be increased to +10. It is best to focus on weapons that suit your playstyle, and you shouldn’t be too afraid to spend scrap and resources, as you can grind for both pretty easily.
